Sergey Vakulenko is a Senior Fellow at the Carnegie Russia Eurasia Center. Since 1998 until 2007 Mr Vakulenko served in Royal Dutch Shell on Sakhalin, Salym and Kashagan projects, as an economist, commercial manager and shareholder representative and in portfolio planning and business development roles in Shell Gas and Power in London and Shell EP in the Hague.
From 2008 until 2011 Mr Vakulenko was a Managing Director at IHS CERA and IHS Markit, predecessor companies of S&P Global Commodities Insight. From 2011 until February 2022 he served as a head of strategy, innnovations, and sustainability at Gazprom Neft.
Since 2023 Sergey Vakulenko is a fellow at Carnegie Endowment for International Peace, focusing on energy issues, Russian economy and sanctions.
