Shan Weiguo is Chief Academician at CNPC Economics and Technology Research Institute (ETRI), a top think-tank on energy and enterprise in China. He is also a professor and post-doctoral tutor at China Petroleum University. He was elected as Lead Sheperd of APEC Energy Working Group (EWG) for the term 2025-2026.

Mr. Weiguo has over 30 years of energy industry expertise. He has been deeply involved in dozens of research programs on oil & gas market, 3E (Energy, Environment, Economy) coordination, energy policy optimization, energy intensity and efficiency, carbon intensity and neutrality, green financing, energy transition strategy, energy security strategy and international energy governance. Mr. Weiguo is an author of wide-ranging professional articles. He is often invited to lectures in university classes and symposiums or forums, interviewed by news media and consulted by the industry domestic and abroad. 

Mr Weiguo has rich experience in international organizations as well as strong networking capability with wide access to global resources. He was a visiting scholar at International Energy Forum (IEF) at Riyadh, KSA, focusing on market transparency (Joint Organisations Data Initiative) and partnership with 7 sister organizations, including IEA, OPEC and APEC. He is frequently requested to have peer review on related reports by energy think-tanks like Oxford Institute for Energy Studies (OIES), Chatham House, Peterson Institute for International Economics (PIIE), Center for Strategic & International Studies (CSIS); and reports by international energy organizations, like IEA, OPEC, Gas Exporting Countries Forum (GECF), Energy Charter, etc.

Mr Weiguo has sound organizing ability in international academic exchanges. Since late 2014, he has been working as a coordination team leader of the Joint Research Programs and Secretary General of Asian Gas Market Forum (AGMF); and Secretary General of AGPRCC (China Center) of Northeast Asia Gas and Pipeline Forum (NAGPF). He is one of the organizers of the regular events between ETRI and other think-tanks and organizations including International Renewable Energy Agency (IRENA), Oil & Gas Climate Initiative (OGCI), the Institute of Energy Economics of Japan (IEEJ), Korea Energy Economics Institute (KEEI), and IHS Markit. He is also a panelist or moderator at recent energy events, like CERA-Week, World Petroleum Congress (WPC), World Gas Conference (WGC), Sino-US Energy Dialogues (OGIF) and Sino-Canada Track II Energy Dialogues, etc. 

Mr Weiguo graduated from Peking University with a master degree. He also studied at Dundee University (UK) and University of Nebraska at Omaha (USA).
