Yousef Qiblawy is President and Chief Executive Officer of the Syrian Petroleum Company, where he leads the company’s strategy to strengthen national energy security while positioning Syria’s energy sector for long-term sustainability and international collaboration.

With nearly three decades of global experience in the oil and gas industry, Mr. Qiblawy has led complex energy infrastructure and mega-projects across the Middle East, Eurasia, and North America. His expertise spans project execution, risk management, and financial performance, with a strong focus on delivering large-scale energy developments efficiently in demanding environments.

Under his leadership, SPC is advancing a dual strategy focused on optimizing domestic energy production while exploring opportunities for modernization, strategic partnerships, and integration of sustainable energy solutions within the broader global energy transition.

Mr. Qiblawy holds a Bachelor’s degree in Mechanical Engineering from the University of Aleppo and a Master’s degree in Renewable Energy and Sustainable Systems from Pennsylvania State University.
